Billye Lee Phillips

Billye Lee Phillips, formerly Roush, 77, of Manassas Park, Virginia, passed away February 24, 2024 at her home. Billye was born May 18, 1946 in Aberdeen, Ohio to the late William and Henrietta Lowe Roush. Billye graduated with the Maysville High School Class of 1964 with 12-years perfect attendance. She went on to attend Miami University in Oxford, Ohio before transferring to Morehead State University. At Morehead she met the love of her life, Barry Lynn Phillips, Sr. She left Morehead prior to graduation when she and Barry were married August 26, 1967. Barry would go on to become an ordained Presbyterian pastor and then a U.S. Army Chaplain. Billye moved with him and their growing family over 20 times before they settled in Prince George, Virginia in 1988. While in Prince George, Billye went on to complete her associate degree, graduating from Richard Bland College, Petersburg, Virginia. Billye had gone to work in the U.S. Army Procurement Office, Fort Polk, Louisiana in 1981. She continued to work in various positions as a civil service employee throughout the family’s travels from 1981-2006. She eventually retired from the Small and Disadvantaged Business Utilization unit of the U. S. Army at the Pentagon in 2006. Billye was active in the ministry with Barry as well and was often found working with the Youth Group, Women’s Group, Chaplains’ Wives groups, and the like throughout their marriage. She was particularly happy when working with the Youth Group and loved to recount stories of the exciting trips and times spent with youth from both civilian congregations and military congregations. Billye loved the family’s many adventures – dubbed Phillips’ Adventures by close family friends, the Purdy’s. She loved her time with her family and friends and was most known for her contagious laugh and beautiful dimples. Most importantly, she walked closely with and loved serving the Lord wherever He would lead. Billye is survived by her husband of nearly 57 years, Barry Lynn Phillips, Sr; their daughters, Belynda Randolph (Alan) and Bonita Phillips; their son, Barry Lynn Phillips, II (Erika); their grandchildren, Zachary, Jamie, Trey, and Alyssa; a sister, Frances Cassell (Danny) and a brother, Charles Roush (Sharon); a sister-in-law, Brenda Roush and a brother-in-law, Robert Bussell; and many much loved nieces and nephews. In addition to her parents and parents-in-law, Billye is preceded in death by her sisters, Betty Adams and Amy Bussell; her brothers, John Roush, James Roush and William Roush; half-brothers, George Caskey and Julian Caskey; and her sister-in-law, Janice Phillips. Services for Billye Lee Phillips will be held at 6:00 pm, Friday, March 8, 2024 at Manassas Baptist Church, 8730 Sudley Road, Manassas, Virginia, 20110 with Senior Pastor David Donahue officiating. Visitation will be held on Friday from 4:30 pm until the time of the service. A Celebration of Life is being planned in Aberdeen, Ohio and more information will be available to family and friends soon. Interment services will be held at Arlington National Cemetery with a date to be provided soon. In lieu of flowers, memorials may be made to Army Emergency Relief or the Alzheimer’s Association.
