. . .Life-of-the-party, hardworking, jokester, neighborhood lawn inspector, what you see is what you get, helpful, opinionated, and lively! These are just a few of the words to describe the big personality that was our beloved Kelvin. His “mischievous green eyes” and bright smile were part of his charm, and he was very aware of their impact. Kelvin loved his family; cooking; gardening; all types of music; his loud truck; fireworks and being of service to his spiritual family at the Neabsco Baptist Church in Woodbridge, VA. Kelvin was born in Clarksville, VA on June 16, 1957, to the late Bernice Fuller-Cook and Fred Lee Scott. He was reared under the loving care and guiding hand of his grandparents, the late Jesse and Inez Fuller. They taught him to love God, the importance of family and the meaning of honest work. He was educated in the Mecklenburg County, VA and Arlington County, VA school systems. Kelvin did a brief stint in the military and entered the workforce thereafter. He applied what he learned to eventually start his own business, “Dirty Job Services” located in Dumfries, VA. He joined the Neabsco Baptist Church in 2011 where he faithfully served in the usher and parking lot ministries, and wherever he could be of service. Kelvin was the President of the Usher Ministry and was a graduate of the 2018 Kensey M. Lewis School of Ushering. Kelvin is survived by his wife Robin; three children – Kevin, Xavier and Kathleen (aka Mimi); brother Norman (Janis); sister Kim (Tony), father-in love Lee Manley Jr., mother-in-love Donita Manley, siblings-in-love Tony, Lee III and Leesa; three Aunts--Evelyn, Carolyn and Patricia; and a host of nieces, nephews, cousins and friends. His life will be celebrated on Friday, September 24, 2021 at the Miller Funeral Home, 3200 Golansky Blvd, Woodbridge, VA. The family will receive visitors from 11:00 a.m. – 1:00 p.m., followed by a Memorial Service from 1:00 p.m. - 3:00 p.m.
